General Accountability:
Through the APOD Operations Leadership Team—Director APOD Ops, Deputy Director APOD Ops, Manager Aircraft Support Services (ACS), Manager Combine Air Terminal Operations (CATO), Chief Fire, Crash, Rescue Services (FCRS)—directs the day-to-day operations of the APOD Operations Department to ensure the organization’s mandate is supported and maintained.
Structure:
The Director APOD Operations reports to the Project Manager, AFE KAF Project and has four direct reports in an organization of 185 personnel. The APOD Ops organization comprises the following:
Aircraft Cross Servicing (ASC). ACS operates 24/7 in response to the Base Operations Centre (BOC) and in coordination with CATO to meet the elementary servicing needs of transient aircraft moving through KAF.
Combined Air Terminal Operations (CATO). CATO operates 24/7 in direct support of Chief CATO to provide passenger, ramp and cargo handling services aircraft in direct support of the ISAF mission.
Fire Crash Rescue Services (FCRS). FCRS operates 24/7 to provide KAF with the following:
airfield emergency fire, crash, and rescue services;
emergency fire response to structural fires;
response to incidents involving hazardous materials; and
fire marshal services.
Dimensions:
The Director APOD Operations is responsible for the following activities:
all requirements and activities of APOD Operations;
follow-up on directions from senior management and decisions made by the APOD Leadership Team;
timely completion and submission reports and returns; and
other duties as tasked from time to time.
Specific Accountabilities:
Manages the APOD Ops budgets to ensure that spending is on-track and budget issues are identified and resolved in a timely manner;
Ensures all contractual obligations are met;
Ensures the APOD Ops annual Business Plan is developed accurately and in a timely manner;
Works closely with NAMSA Technical Officer regarding contractual issues;
Updates policy and SOPs;
Represents AFE KAF Project at the COMKAF Flight Safety meetings and serves as the project lead for flight-line safety-related activity;
Manages H, S, and E Program within APOD Ops to ensure all aspects of APOD Ops activity meets corporate H, S, and E and COMKAF requirements; and
Resolves personnel issues within APOD Ops with the appropriate assistance from AFE KAF Project HR staff.
Cerinte
Educational and Experience Requirements:
10 years managerial experience;
In-depth knowledge of and experience in aviation related operations;
Valid driver’s license—ramp driver qualified;
Two (2) to four (4) years previous human resources or related experience;
Proficiency in MS Word, Excel, Access, and Power Point applications;
Very good communication, interpersonal, and organizational abilities; and
Able to express ideas/solutions in a clear and concise manner.
Additional Comments:
This is demanding position requiring the incumbent to work in an environment of conditions varying between exceptionally hot and dusty to temperatures below freezing. The incumbent will be physically fit and able to work continuously in these extreme conditions.
